Michael Hallowes has 25 years service with the Metropolitan Police and almost half that time as a detective in Specialist Operations and Specialist Crime. In 2003 he set up Operation Maxim as a joint agency task force to combat organised immigration crime in London. IMPACT’s vision is to “deny criminals the sanctuary of organisational and system boundaries” and the business change strategy, which Michael leads, is transforming the way the police service and partner agencies manage risk through improved processes for recording and sharing information.

A member of Hampshire Constabulary, Gary has served on Major Crime teams as a Senior Investigating Officer, investigating murder and kidnaps, as a Detective Inspector on Special Branch investigating terrorist activities, and as a Detective Sergeant on the Regional Crime Squad primarily investigating Drug Trafficking. In 2003 he started the DNA and Fingerprint Retention Project on behalf of ACPO to assist police forces of England and Wales with the implementation of new legislation concerning the use of DNA and fingerprints.

took up the post of Chief Executive of Devon County Council in February 2006.
Phil is a member of the Devonís Children’s Trust Board and a director of Cornwall & Devon Connexions and Learning South West. In 2004 he was appointed Honorary Fellow of Exeter University

The remit of that post will also extend beyond the EU to other overseas data. Mark Walport was appointed as Director of the Wellcome Trust in June 2003. He heads one of the world’s largest biomedical research charities, which spends some £400 million a year in pursuit of its mission to foster and promote research with the aim of improving human and animal health. Before joining the Trust, he was Professor of Medicine and Head of the Division of Medicine at Imperial College London where he led a research team that focused on the immunology and genetics of rheumatic diseases.

Matthew West

Matthew West has a BSC and PhD in Chemical Engineering and has worked for Shell since 1978, initially as a Refinery Technologist, but since 1987 on the computing/business interface with a particular interest in Information Management and Data Modelling. He has taken a keen interest in the development of International Standards and is a key technical contributor to ISO 15926 - "Lifecycle integration of process plant data including oil and gas production facilities". He is currently the Reference Data Architecture and Standards Manager for Shell's Downstream (refinery to petrol pump) business, where he is responsible for Shell's Global Downstream Data Model. Matthew is the Shell Visiting Professor in the Keyworth Institute at the University of Leeds. He is a Member of the Institution of Chemical Engineers, the British Computer Society, and the Chartered Management Institute; and he is a Chartered Engineer, Chartered Scientist and a Chartered IT Professional.
